As used by the Corps, the term "public notice" is an official, required government announcement of a proposed agency action, decision made or under consideration, public hearing or other activity.  Please download the attachment(s) associated with notice for the complete, formatted, public notice with tables, illustrations, maps and plans.

  • SAW-2021-00567

    Expiration date: 5/3/2021

    The Wilmington District, Corps of Engineers (Corps) received an application from the Town of Duck seeking Department of the Army authorization to dredge 1.273 million cubic yards of beach quality sediments from an offshore borrow source, and deposit the material along approximately 2.74-mile section of oceanfront shoreline, in the Town of Kill Devil Hills, Dare County, North Carolina. The Bureau of Ocean and Energy Management (BOEM) and the Corps will be cooperating agencies during the environmental review of this project as the offshore sand resources are located on the Outer Continental Shelf and fall within BOEM’s jurisdiction. BOEM and the Corps will be joint lead agencies for National Environmental Policy Act (NEPA) purposes, and would prepare, in coordination with the applicant/agent, joint NEPA documents.

  • Regional General Permit Renewals

    Expiration date: 4/28/2021

    The DISTRICT ENGINEER, WILMINGTON DISTRICT, 69 Darlington Avenue, Wilmington North Carolina 28403, hereby proposes to renew, with modifications, ten Regional General Permits and one Programmatic General Permit pursuant to Section 10 of the Rivers and Harbors Act of 1899 (33 U.S.C 403) and Section 404 of the Clean Water Act (33 U.S.C 1344). Title 33, Code of Federal Regulations (CFR), Paragraph 325, authorizes issuance of general (regional) permits for activities, which are substantially similar in nature and cause minimal individual and cumulative environmental impacts.

  • Federal Register Notice Availability for NWPL 2020 Update

    24 March 2021 - The U.S. Army Corps of Engineers (USACE), as part of an interagency effort with the U.S. Environmental Protection Agency (EPA), the U.S. Fish and Wildlife Service (FWS) and the U.S. Department of Agriculture Natural Resources Conservation Service (NRCS), is announcing the availability of the draft changes to the 2020 NWPL and its web address to solicit public comments. The public now has the opportunity to comment on the proposed changes to wetland indicator status ratings for five plant species in select regions and the addition of 22 new plant species to the NWPL. The Federal Register Notice (FRN) for the 2020 NWPL update can be found here: https://www.govinfo.gov/content/pkg/FR-2021-03-24/pdf/2021-05989.pdf. The public comment period ends on 24 May 2021. The 27 species and their draft 2020 wetland ratings by region, as well as the FRN, can be viewed at the NWPL homepage, http://wetland-plants.usace.army.mil/, under “2020 NWPL Update Information.” A link to provide general or species-specific comments is also available at this location. Users are encouraged to submit literature citations, herbaria records, experiential references, monitoring data, and other relevant information. Specific knowledge of, or studies related to, individual species are particularly helpful. Commenters should use their regional botanical and ecological expertise, field observations, reviews of the most recent indicator status information, appropriate botanical literature, floras, herbarium specimens with notation of habitat and associated species, habit data, relevant studies, and historic list information. Providing ratings without supporting documentation or information is not recommended. All submitted comments and information will be compiled and sent to the National Panel for their consideration.

    Corps Action ID #: SAW-2016-02091 All interested parties are hereby advised that the Wilmington District, Corps of Engineers (Corps) is holding a scoping meeting for proposed work within jurisdictional waters of the United States by the Town of North Topsail Beach in Onslow County, North Carolina. The proposal is to implement a New River Inlet Management Master Plan for shoreline protection in the northern section of the Town and includes the construction of a terminal groin along the southwest shoulder of New River Inlet. Specific plans and location information are described below and shown on the attached plans. Due to COVID-19 restrictions, the scoping meeting will not be an open public meeting, but will be presented in the Facebook Live forum on March 25, 2021 at 6:00 P.M. and can be viewed at the following link, https://fb.me/e/5B7NV8EgY.
