  • SAW-2013-00668

    Expiration date: 11/11/2016

    The Wilmington District, Corps of Engineers (Corps) received an application for a modification to an existing Department of Army (DA) permit from the North Carolina Department of Transportation (NCDOT), seeking Department of the Army authorization to permanently discharge fill material into 1,683 linear feet of jurisdictional stream channel, 2.84 acres of adjacent wetlands, 0.28 acre of jurisdictional open waters and temporarily discharge fill material into 271 linear feet of jurisdictional stream channel. This permit modification is associated with Transportation Improvement Project (TIP) R-2814C, the third phase (Phase C) of the construction of improvements to US 401 between Raleigh and Louisburg. This third phase involves widening of 6.6 miles of US 401 from NC 96 (Zebulon Road) to SR 1103 (Flat Rock Church Road/Clifton Pond Road), in Wake and Franklin Counties, North Carolina.

  • Public Notice for Issuance of Guidance for Compensatory Stream and Wetland Mitigation

    The Wilmington District is releasing updated compensatory mitigation guidance, entitled Wilmington District Stream and Wetland Compensatory Mitigation Update. This guidance document has been developed in coordination with the North Carolina Interagency Review Team (NCIRT) to provide updates to existing District guidance for compensatory mitigation. The NCIRT is a joint interagency team chaired by the USACE, which includes representation from the US Fish and Wildlife Service, US Environmental Protection Agency, National Marine Fisheries Service, NC Division of Water Resources, NC Wildlife Resources Commission, NC Division of Coastal Management, and the NC State Historic preservation Office. This guidance is applicable to stream and wetland mitigation projects that are used to satisfy the requirements of Department of the Army permits issued in accordance with Section 404 of the Clean Water Act and Sections 9 and 10 of the Rivers and Harbors Act of 1899. In particular, these updates are intended to bring District monitoring requirements up to the standards established in 33 CFR part 332 – Compensatory Mitigation for Losses of Aquatic Resources (Mitigation Rule), issued in April, 2008, and Regulatory Guidance Letter 08-03, issued in October, 2008, which establishes minimum monitoring requirements for compensatory mitigation projects.

    The Wilmington District, Corps of Engineers (Corps) has received a prospectus proposing to include an additional site, known as the Jeat Tract, to the Northeast Cape Fear Umbrella Mitigation Bank (Bank). The Jeat Tract is located on the west side of SR 1522 (Shaw Highway), across from the Bank’s current Holly Shelter Tract, adjacent to the Northeast (NE) Cape Fear River, east of Rocky Point, Pender County, North Carolina.

    The Wilmington District, Corps of Engineers (Corps) has received a prospectus proposing to establish a wetland and stream mitigation bank, known as Rough Horn Swamp Mitigation Bank (Bank), within a 31.7-acre tract (with 22.57 acres owned by KCI Technologies Inc. and 9.17 acres owned by Mr. George Sanderson). The tract is located at the intersection of SR 1506 (Old Boardman Road) and SR 1508, adjacent to a tributary of the Lumber River, near the community of Boardman, Columbus County, North Carolina.

  • Hurricane Matthew Alternative Permitting Procedures

    Expiration date: 4/1/2017

    The U.S. Army Corps of Engineers, Wilmington District will initiate the following alternative permitting procedures in response to conditions resulting from possible erosion, and storm damage associated with recent passing of Hurricane Matthew. These alternate procedures will be utilized until April 1, 2017.
