As used by the Corps, the term "public notice" is an official, required government announcement of a proposed agency action, decision made or under consideration, public hearing or other activity.  Please download the attachment(s) associated with notice for the complete, formatted, public notice with tables, illustrations, maps and plans.

    The Wilmington District, Corps of Engineers (Corps) received an application on January 29, 2024, from TKC Land Development II, LLC seeking Department of the Army authorization to permanently impact 873 linear feet (0.07-acre) of perennial stream associated with developing the South Point Commerce Center project in Thomasville, Davidson County, North Carolina.

    Expiration date: 3/21/2024

    The Wilmington District, Corps of Engineers (Corps) has received an application from Johnston Regional Airport (JNX), seeking Department of the Army authorization to discharge dredged or fill material into waters of the United States in Hydrologic Unit Code (HUC) 03020201 (Neuse River basin), associated with the construction of proposed Johnston Regional Airport Midfield Apron Development in Smithfield, in Johnston County, North Carolina. The Project would result in the discharge of fill material into a total of 0.090 acre (ac) (1,390 linear feet [lf]) of potentially jurisdictional stream channel, and 18.67 ac of potentially jurisdictional wetlands. The approximately 88-acre site is located on Swift Creek Road approximately 0.6 mile southwest of the intersection of Swift Creek Road with U.S. Highway 70 Business northwest of Smithfield, NC.

    The Wilmington District, Corps of Engineers (Corps) received an application on February 12, 2024 from North Carolina Department of Transportation (NCDOT) seeking Department of the Army authorization to permanently impact 1.594 acres of jurisdictional wetlands, 1,558 linear feet of permanent stream impacts, 355 linear feet of temporary stream impacts and 0.409 acre of temporary hand clearing impacts in wetlands associated with an upgrading US 70 to interstate standards from the Havelock Bypass (STIP No. R-1015) to the east of Thurman Road (S.R. 1116) near Havelock, Craven County, North Carolina.

    The Wilmington District, Corps of Engineers (Corps) received an application on February 2, 2024 from the Town of Oak Island seeking Department of the Army authorization to place approximately 3 million cubic yards of beach fill along 9 miles of oceanfront to maintain protective dunes previously constructed, with a combination of near shore and off-shore sand sources in Oak Island, Brunswick County, North Carolina. The offshore sand source is located in Federal waters on the Outer Continental Shelf (OCS). The U.S. Department of Interior (DOI), Bureau of Ocean Energy Management (BOEM), has the sole regulatory authority over the use and conveyance of Outer Continental Shelf (OCS) sand resources under the OCS Lands Act (OCSLA). BOEM’s connected action is the issuance of a negotiated agreement at the request of the Town of Oak Island for use of OCS sand resources to construct the project pursuant to its authority under the OCSLA. BOEM is a cooperating agency regarding this proposal and is coordinating closely with the Corps on specific aspects.

    The Wilmington District, Corps of Engineers (Corps) received an application on January 31, 2024, from Balsam Mountain Preserve seeking Department of the Army authorization to discharge fill material into open waters and an unnamed tributary to the South Fork of Sugarloaf Creek associated with the installation of pickleball courts and dam rehabilitation/repair, respectively. The proposed project is located within the Balsam Mountain Preserve near the Town of Sylva in Jackson County, North Carolina.
