Regulatory Public Notices

As used by the Corps, the term "public notice" is an official, required government announcement of a proposed agency action, decision made or under consideration, public hearing or other activity.  Please download the attachment(s) associated with notice for the complete, formatted, public notice with tables, illustrations, maps and plans.

  • SAW-2013-00537: Renewal/Modification and Issuance of RGP 31

    The DISTRICT ENGINEER, WILMINGTON DISTRICT, 69 Darlington Avenue, Wilmington North Carolina 284032, hereby announces the modification and renewal of Regional General Permit 198200031 (RGP 31), pursuant to Section 10 of the Rivers and Harbors Act of 1899 (33 U.S.C. 403) and Section 404 of the Clean Water Act (33 U.S.C. 1344). This RGP is effective immediately.

    The Wilmington District, Corps of Engineers (Corps) received an application from the North Carolina Department of Transportation (NCDOT) seeking Department of the Army authorization to impact 460 linear feet (lf) of stream channel for the Windy Road Bridge Replacement Project (BR No 12, state project number 17BP.10R.53). The project proposes to remove the existing bridge and replace it with a double 8 x 9 foot reinforced Concrete Box Culvert. The project site is located where Windy Road crosses Emerson Branch, approximately 0.15 miles southwest of the intersection of Mooresville Road and Windy Road in Concord, Cabarrus County, North Carolina.

    The Wilmington District, Corps of Engineers (Corps) received an application from the North Carolina Department of Transportation (NC DOT), Rail Division seeking Department of the Army authorization to discharge dredged or fill material into waters of the U.S., associated with constructing a single-track connector from the existing northwest CSX Railroad (CSX) “A” Line to the existing east-west CSX “SE” Line north and east of the Town of Pembroke, in Robeson County, North Carolina.

    The Wilmington District, Corps of Engineers (Corps) received an application from the North Carolina Department of Transportation (NCDOT) seeking Department of the Army authorization to permanently impact 1,070 linear feet (lf) of stream along an approximately 1.5 mile section of US 64 from 0.3 mile west of NC 281 at Lake Toxaway to Indian Creek in Transylvania County, North Carolina, in order to improve safety and traffic flow (TIP No. R-2409C).

    The Wilmington District, Corps of Engineers (Corps) received an application from the North Carolina Department of Transportation (NCDOT), seeking Department of the Army (DA) individual permit authorization to impact approximately 46.91 acres of DA jurisdictional wetlands and 4281 linear feet of jurisdictional streams associated with improvements to a 16-mile portion of US Highway 17. The project area begins at SR-1330 (Deppe Loop Road)) / SR-1439 (Springhill Road) near Belgrade and ends at the southern terminus of the New Bern Bypass, near the Jones/Craven County line, south of New Bern, North Carolina.
