  • SAW-2025-00149 Stonebridge Residential Subdivision

    The Wilmington District of the U.S. Army Corps of Engineers (Corps) has received an application for a Department of the Army permit pursuant to Section 404 of the Clean Water Act (33 U.S.C. §1344). The purpose of this public notice is to solicit comments from the public regarding the following proposed work: The applicant requests authorization to discharge fill into waters of the United States for the development of a combined residential community and private marina on Lake Chatuge in Hayesville, Clay County, North Carolina. The planset is included as an attachment to this document. The project would include the land preparation and construction of residential housing along with associated infrastructure, including access roads, utilities, stormwater management features, a 0.3-acre reflection pond, and a network of walking trails, plus a marina. Parking areas would be constructed to accommodate residents and marina users. A private marina is proposed in an existing Lake Chatuge cove that would serve the residents of this community. The marina would include a 3-dock system with 26 boat slips and associated shoreline stabilization. To facilitate year-round navigability (particularly during seasonal Lake Chatuge drawdowns for flood storage) an approximate 2-acre portion of the cove would be excavated (dredged) to increase the water depth and maintain adequate boat access. Approximately 0.16-acre of the wetland would be permanently impacted by the proposed grading and infrastructure installation. The intermittent stream would be avoided altogether.

  • SAW-2024-01001 Matthews Mill Pond Subdivision

    The Wilmington District of the U.S. Army Corps of Engineers (Corps) has received an application for a Department of the Army permit pursuant to Section 404 of the Clean Water Act (33 U.S.C. §1344). The purpose of this public notice is to solicit comments from the public regarding the following work: The applicant requests authorization to discharge fill material into an open water pond, wetlands, and stream to support construction of approximately 250 townhomes and the associated interior roads, infrastructure, and utilities. The proposed permanent wetland impacts total 0.516 acre for lot development, a single road crossing, and sewer infrastructure. The proposed road crossing would result in 0.437 acre of permanent wetland impacts and 94 linear feet (0.015 acre) of permanent stream impacts to connect to the adjacent Station Pointe subdivision being constructed by others. Approximately 0.249 acre of wetland is proposed to be permanently converted from forested to a maintained utility easement to accommodate a sanitary sewer connection from the adjacent Station Pointe subdivision. Additionally, the applicant proposes to drain and fill the 4.05 acre pond for lot and road construction.

  • SAW-2025-00193 - Fisher's Reserve Residential Subdivision

    The Wilmington District of the U.S. Army Corps of Engineers (Corps) has received an application for a Department of the Army permit pursuant to Section 404 of the Clean Water Act (33 U.S.C. §1344). The purpose of this public notice is to solicit comments from the public regarding the described work. The proposed project at 1215 Saint Joseph St involves a residential development requiring the permanent discharge of fill into 2.0-acres of jurisdictional wetland waters. The impacts are necessary for constructing an access road and infrastructure to support the development of ten (10) residential lots (Lots 10-19). The total project site is 5 acres, with residential zoning and access from Saint Joseph Street.

  • SAW-2017-01930 (PTAH, LLC-mixed use development; Old Southern Pines Water Plant Site)

    Please note, due to an email server error the USACE Wilmington District is providing an additional 30 days to comment on the below proposal. The expiration date for comments is June 27, 2025. The Wilmington District of the U.S. Army Corps of Engineers (Corps) has received an application for a Department of the Army permit pursuant to Section 404 of the Clean Water Act (33 U.S.C. §1344). The purpose of this public notice is to solicit comments from the public regarding a proposed mixed use commercial and residential development that will provide 25 to 40 housing units at the old Southern Pines Water Plant property. The applicant requests authorization to permanently fill 1.22 acres of wetlands to facilitate the development of a mixed use commercial and residential development and associated infrastructure. The general footprint of the development is approximately 28.5 acres, and includes four (4) single family lots, eight (8) townhouse structures, one (1) commercial building, a parking lot, and associated infrastructure including ingress/egress (Figure 2). Additionally, the project proposes an elevated boardwalk across the floodplain of Mill Creek and its abutting wetlands. A portion of the project would result permanent above-grade fills within the mapped FEMA 100-year floodplain. The applicant also stated that the development includes the restoration of the former Southern Pines water plant constructed in 1925, that has fallen into disrepair. The restoration efforts on the water plant and construction in upland area has already begun.
