As used by the Corps, the term "public notice" is an official, required government announcement of a proposed agency action, decision made or under consideration, public hearing or other activity.  Please download the attachment(s) associated with notice for the complete, formatted, public notice with tables, illustrations, maps and plans.

  • SAW-2025-00435 Chatham Park South

    Expiration date: 10/30/2025

    The Wilmington District of the U.S. Army Corps of Engineers (Corps) has received an application for a Department of the Army permit pursuant to Section 404 of the Clean Water Act (33 U.S.C. §1344). The purpose of this public notice is to solicit comments from the public regarding the construction of a master planned subdivision to meet the growing demand for residential housing, employment opportunities, entertainment, and recreation in Chatham County. The project, known as Chatham Park South Village, has been designed with a conceptual land use framework that consists of twelve (12) different Sections connected by vehicular circulation routes and a network of sidewalks and greenways for multi-modal transportation opportunities. Approximately 15,078 residential dwelling units (apartments, condominiums, live-work units, townhomes, and single family lot homes) and 6,950,000 gross square feet of non-residential development (commercial, retail, office, institutional, and medical) are planned for the Project. A Village Center District is surrounded by the Corporate Business District, mixed-use residential and parks. Project activities proposing impacts to potential WOUS include 28 culverted road crossings, 5 culverted greenway crossings, 44 sewer crossings, and 5 stormwater control measures (SCMs). The Project is anticipated to be developed in phases identified as “Sections” over a period of approximately 30 years (2055+).

  • SAW-2011-01583 Albert J. Ellis (OAJ) Airport

    The Wilmington District of the U.S. Army Corps of Engineers (Corps) has received an application for a Department of the Army permit pursuant to Section 404 of the Clean Water Act (33 U.S.C. §1344). The purpose of this public notice is to solicit comments from the public regarding the Albert J. Ellis Airport plan to to address existing airfield deficiencies. The applicant requests authorization to permanently impact 1,158 linear feet of stream (0.108 acre), 536 linear feet of jurisdictional ditch (0.037 acre), 0.7 acre of wetland (Table 1 & 2). The proposed project includes two wetland road crossings. The project also includes construction of four new stream crossings, they include the replacement and extension of two existing culverted stream crossings, the replacement of an existing culvert with no change in length for one stream crossing, and the replacement and shortening of the culvert for one stream crossing. In addition, stream channel relocation is proposed at two locations. On-site restoration for removal of culverts is proposed at four locations. No mitigation is being proposed for impacts to jurisdictional ditches.

  • SAW-2017-00883, Town of Ocean Isle Beach, Odell Williamson Airport, new parallel taxiway, and security and wildlife exclusion fencing

    The Wilmington District of the U.S. Army Corps of Engineers (Corps) has received an application for a Department of the Army permit pursuant to Section 404 of the Clean Water Act (33 U.S.C. §1344). The Town of Ocean Isle Beach requests authorization to permanently impact 1.02 acres of wetlands and 92 lf (0.008 ac) of stream for the new parallel taxiway and grading for required security and wildlife exclusion fencing.

  • SAW-2015-02646 Duke Energy - Combined-cycle natural gas plant at Roxboro power plant

    Expiration date: 10/22/2025

    The Wilmington District of the U.S. Army Corps of Engineers (Corps) has received an application for a Department of the Army permit pursuant to Section 404 of the Clean Water Act (33 U.S.C. §1344) from Duke Energy. The applicant requests authorization to construct a combined-cycle natural gas plant at the Roxboro site to assist with electricity demand as Duke Energy retires its remaining onsite coal-fired units. Construction of the pad to accommodate the combined cycle plant and ancillary components including an access road, will require the permanent discharge of fill material into 1,247 linear feet (LF) (0.172 acre) of stream channel and 0.05 acre of open water. Temporary impacts include 1.31 acre of open water within Hyco Lake.

  • SAW-2024-00947 Sibelco Mine Disposal Area Expansions (Upper Ollis and Upper Mill Ridge)

    Expiration date: 10/20/2025

    The Wilmington District of the U.S. Army Corps of Engineers (Corps) has received an application from Sibelco North America, Inc. for a Department of the Army permit pursuant to Section 404 of the Clean Water Act (33 U.S.C. §1344) to impact approximately 31,002 linear feet of stream and 2.341 acres of wetland associated with the expansion of a mining byproduct disposal area. The purpose of this public notice is to solicit comments from the public regarding the work described in the public notice. The project/review area consists of two tracts of land, identified as the Upper Ollis and Upper Mill Ridge sites, that are located on the north and south sides of Brushy Creek Road in Spruce Pine, Avery County, North Carolina.
