As used by the Corps, the term "public notice" is an official, required government announcement of a proposed agency action, decision made or under consideration, public hearing or other activity.  Please download the attachment(s) associated with notice for the complete, formatted, public notice with tables, illustrations, maps and plans.

  • SAW-2021-00933 Oxford Park

    Expiration date: 11/16/2025

    The Wilmington District, Corps of Engineers (Corps) has received an application for a Department of the Army permit pursuant to Section 404 of the Clean Water Act (33 U.S.C. §1344), seeking Department of the Army authorization to discharge dredged or fill material into waters of the United States in Hydrologic Unit Code [HUC] 03020101 Tar-Pamlico River Basin, for the construction of Oxford Park, a mixed use development of approximately 1,800 residential dwelling units (multi-family, townhomes, and single family lot homes) are planned for the Project. The project area includes 471 acres (AC) located east of Horner Siding Road, west of Perry Road, and north of Salem Road, approximately 2.7 miles northeast of Oxford; at Latitude 36.344817 and Longitude -78.569239. The applicant requests authorization to discharge fill/dredged material into 0.142 AC of wetlands, 824.3 linear feet (LF) of stream channel, and the temporary discharge of fill/dredged material into 192.6 LF of stream channel.

  • SAW Regulatory Program Modernization --Regulatory Review System (RRS)

    The Wilmington District, South Atlantic Division, U.S. Army Corps of Engineers (USACE), is transitioning to a new method for receiving electronic regulatory submittals and updating its District websites. Effective December 5, 2025, the Wilmington District will no longer accept electronic requests submitted by email. All electronic submittals should be made through the Regulatory Request System (RRS) at https://rrs.usace.army.mil.

  • SAW-2022-01161 Pope Army Air Field

    The Wilmington District, U.S. Army Corps of Engineers has received an application from The US Department of the Army, to relocate 4,061 linear feet of Tank Creek, into a 3790 linear foot engineered channel, within Pope Army Airfield, at Fort Bragg, in Cumberland County, North Carolina.

  • SAW-2025-00435 Chatham Park South

    The Wilmington District of the U.S. Army Corps of Engineers (Corps) has received an application for a Department of the Army permit pursuant to Section 404 of the Clean Water Act (33 U.S.C. §1344). The purpose of this public notice is to solicit comments from the public regarding the construction of a master planned subdivision to meet the growing demand for residential housing, employment opportunities, entertainment, and recreation in Chatham County. The project, known as Chatham Park South Village, has been designed with a conceptual land use framework that consists of twelve (12) different Sections connected by vehicular circulation routes and a network of sidewalks and greenways for multi-modal transportation opportunities. Approximately 15,078 residential dwelling units (apartments, condominiums, live-work units, townhomes, and single family lot homes) and 6,950,000 gross square feet of non-residential development (commercial, retail, office, institutional, and medical) are planned for the Project. A Village Center District is surrounded by the Corporate Business District, mixed-use residential and parks. Project activities proposing impacts to potential WOUS include 28 culverted road crossings, 5 culverted greenway crossings, 44 sewer crossings, and 5 stormwater control measures (SCMs). The Project is anticipated to be developed in phases identified as “Sections” over a period of approximately 30 years (2055+).

  • SAW-2011-01583 Albert J. Ellis (OAJ) Airport

    The Wilmington District of the U.S. Army Corps of Engineers (Corps) has received an application for a Department of the Army permit pursuant to Section 404 of the Clean Water Act (33 U.S.C. §1344). The purpose of this public notice is to solicit comments from the public regarding the Albert J. Ellis Airport plan to to address existing airfield deficiencies. The applicant requests authorization to permanently impact 1,158 linear feet of stream (0.108 acre), 536 linear feet of jurisdictional ditch (0.037 acre), 0.7 acre of wetland (Table 1 & 2). The proposed project includes two wetland road crossings. The project also includes construction of four new stream crossings, they include the replacement and extension of two existing culverted stream crossings, the replacement of an existing culvert with no change in length for one stream crossing, and the replacement and shortening of the culvert for one stream crossing. In addition, stream channel relocation is proposed at two locations. On-site restoration for removal of culverts is proposed at four locations. No mitigation is being proposed for impacts to jurisdictional ditches.
