  • SAW-2024-01961/NAO-2024-02627 and VMRC-25-1277 Southeast Supply Enhancement Project (SSEP)

    Expiration date: 7/28/2025

    The purpose of this notice is to advise the public that the following request associated with Southeast Supply Enhancement Project (SSEP) has been submitted for a Department of the Army (DA) permit under the provisions of, Section 404 of the Clean Water Act. The U.S. Army Corps of Engineers (Corps), Wilmington District has found that this permit request meets the terms of EO 14156 and is therefore subject to special emergency permitting procedures to address an energy supply situation which would result in an unacceptable hazard to life, a significant loss of property, or an immediate, unforeseen, and significant economic hardship if corrective action requiring a permit is not undertaken within a time period less than the normal time needed to process the application under standard procedures. The applicant requests authorization from the Wilmington District and Norfolk District to construct 55.3 miles of 42-inch-diameter natural gas pipeline. The overall project would result in the temporary discharge of dredged and/or fill material within 2.171 acres (17,623 linear feet) of stream channel and 21.806 acres of wetlands, and the permanent conversion of 2.424 acres of forested and scrub-shrub wetlands to emergent wetlands.

  • SAW-2022-02557 Sidbury Station Subdivision

    The Wilmington District of the U.S. Army Corps of Engineers (Corps) has received an application for a Department of the Army permit pursuant to Section 404 of the Clean Water Act (33 U.S.C. §1344). The purpose of this public notice is to solicit comments from the public regarding the following work: The applicant requests authorization to continue construction of a residential subdivision that would result in the following discharges into Waters of the U.S. (WOtUS): permanent impacts to 9.49 acres of non-stream jurisdictional ditches and 0.107 acres of 404 wetland waters, as well as temporary impacts to 1.78 acres of non-stream jurisdictional ditches for infrastructure needs. The applicant’s stated purpose of this project is to expand an economically viable residential community within the project area to serve the housing needs of the area.

  • 2026 Corps of Engineers Proposal to Renew and Revise Nationwide Permit (NWPs)

    Expiration date: 8/4/2025

    On June 18, 2025, the U.S. Army Corps of Engineers (Corps) published in the Federal Register its proposal to reissue 56 existing nationwide permits (NWPs) and issue one new NWP. One NWP is not proposed for reissuance. NWPs are general permits issued on a nationwide basis to streamline the authorization of activities that result in no more than minimal individual and cumulative adverse environmental effects. Many of the proposed NWPs require notification to the district engineer before commencing those activities, to ensure that the activities authorized by those NWPs cause no more than minimal individual and cumulative adverse environmental effects.

  • Joint Public Notice -Notice of Availability of the Regional Streamflow Duration Assessment Methods for the Northeast and Southeast

    The U.S. Army Corps of Engineers (Corps) Baltimore, Buffalo, Charleston, Chicago, Detroit, Fort Worth, Galveston, Huntington, Jacksonville, Kansas City, Little Rock, Louisville, Memphis, Mobile, Nashville, New England, New Orleans, New York, Norfolk, Philadelphia, Pittsburgh, Savannah, St. Louis, Tulsa, Vicksburg, and Wilmington Districts, and the U.S. Environmental Protection Agency (EPA) Regions 1, 2, 3, 4, 5, 6, and 7 jointly announce the availability of the Regional Streamflow Duration Assessment Methods (Regional SDAMs) for the Northeast and Southeast (dated June 12, 2025). The methods are rapid assessment tools to help distinguish between ephemeral, intermittent, and perennial streamflow at the reach scale for the Northeast and Southeast SDAM Regions.

  • Availability of SAW-198200031/SAW-2019-00155 and SAW-2019-02350, Regional General Permits 31 and 50 for North Carolina Department of Transportation (NCDOT) Projects

    The DISTRICT ENGINEER, WILMINGTON DISTRICT, 69 Darlington Avenue, Wilmington North Carolina 28403, hereby announces the modification and reissuance of two regional general permits (RGPs) that may be used to authorize projects conducted by the various divisions of the North Carolina Department of Transportation (NCDOT), to include the NCDOT Division of Highway, Rail, Bicycle/Pedestrian, etc., pursuant Section 10 of the Rivers and Harbors Act of 1899 (33 U.S.C 403) and Section 404 of the Clean Water Act (33 U.S.C 1344). Title 33, Code of the Federal Regulations, Paragraph 325, authorizes issuances of RGPs for activities which are substantially similar in nature and would cause only minimal individual and cumulative environmental impacts. The modified and reissued RGPs 31 and 50 can be viewed on our website at https://www.saw.usace.army.mil/Missions/Regulatory-Permit-Program/Permits/Regional-General-Permits/ . RGP 31 (SAW-198200031/SAW-2019-00155) – when the U.S. Army Corps of Engineers (Corps) determines that a project meets the terms and conditions of this RGP, it may be used to authorize projects associated with best-fit widening projects, or phases of “phased” best-fit widening projects conducted by NCDOT that have undergone interagency review and completed the interagency Merger Process. RGP 50 (SAW-2019-02350) – when the Corps determines that a project meets the terms and conditions of this RGP, it may be used to authorize projects associated with certain maintenance, repair, and construction projects conducted by NCDOT.
