Regulatory Public Notices

As used by the Corps, the term "public notice" is an official, required government announcement of a proposed agency action, decision made or under consideration, public hearing or other activity.  Please download the attachment(s) associated with notice for the complete, formatted, public notice with tables, illustrations, maps and plans.

Mitigation Public Notices

    Expiration date: 10/27/2020

    The Wilmington District, Corps of Engineers (Corps) received an application from the North Carolina Department of Transportation (NCDOT) seeking to modify an existing Department of the Army authorization associated with the overall 26-mile widening project of existing I-95 to an eight-lane median divided facility on existing location from Business Route 95 (exit 56) north to Interstate 40 (exit 81) in Cumberland, Harnett, and Johnston Counties, North Carolina. This section of the project is identified as I-5986 A and is being re-advertised due to changes from the original project public notice, dated March 15, 2019.

  • NWP Renewals - 2020

    Expiration date: 11/16/2020

    On September 15, 2020, the U.S. Army Corps of Engineers published in the Federal Register its proposal to reissue the 52 existing nationwide permits (NWPs) and issue five new NWPs. Nationwide permits are general permits issued on a nationwide basis to streamline the authorization of activities that result in no more than minimal individual and cumulative adverse environmental effects. Many of the proposed NWPs require notification to the district engineer before commencing those activities, to ensure that the activities authorized by those NWPs cause no more than minimal individual and cumulative adverse environmental effects. Comments on national issues relating to these NWPs should be submitted to docket number COE-2020-0002 at www.regulations.gov, or by email to nationwidepermits2020@usace.army.mil or by mail to Headquarters, U.S. Army Corps of Engineers, Directorate of Civil Works, ATTN: CECW-CO-R, 441 G Street, N.W., Washington, D.C. 20314-1000. Instructions for submitting comments are provided in the September 15, 2020 Federal Register notice. Comments on the proposed NWPs are due by November 16, 2020. Comments on regional issues relating to the proposed NWPs and proposed regional conditions should be sent to Mr. Henry Wicker at 69 Darlington Avenue, Wilmington North Carolina 28403, or henry.m.wicker.@usacce.army.mil.   • SAW-2009-01346

    The Wilmington District, Corps of Engineers (Corps) has received an application from the North Carolina Department of Transportation (NCDOT) regarding a potential future requirement for Department of the Army (DA) authorization to discharge dredged or fill material into waters of the United States associated with the proposed A0009C project that extends along US 129, NC 143 and NC 28 from Robbinsville to Stecoah in Graham County North Carolina.

    The Wilmington District, Corps of Engineers (Corps) received an application from Live Oak Bank seeking Department of the Army authorization to discharge fill material into 1.57 acres of wetlands and 0.06 acre of ditches, to facilitate the development of Live Oak Bank Campus. This includes the construction of office buildings, parking decks and associated infrastructure such as roads and stormwater facilities in New Hanover County, North Carolina.

    The Wilmington District, Corps of Engineers (Corps) received an application from Sibelco North America, Incorporated, seeking Department of the Army authorization to discharge fill material into 0.274 acre of wetlands and 347 linear feet of stream channel, associated with the expansion of an existing waste area at the Brushy Creek Mine (project known as Ollis Waste Area Expansion), in Spruce Pine, in Avery County, North Carolina.
