Regulatory Public Notices

As used by the Corps, the term "public notice" is an official, required government announcement of a proposed agency action, decision made or under consideration, public hearing or other activity.  Please download the attachment(s) associated with notice for the complete, formatted, public notice with tables, illustrations, maps and plans.

    Expiration date: 2/11/2014

    The Wilmington District, Corps of Engineers (Corps) received a request from the Town of North Topsail Beach seeking a permit modification to their current Department of the Army (DA) authorization issued on May 27, 2011 to relocate the New River Inlet ebb tide channel and to conduct beach nourishment along 11.1 miles of North Topsail Beach oceanfront shoreline in Onslow County, North Carolina. The modification request consists of combining Phase 3 to the DA permit modification issued on September 26, 2013, which rescheduled the construction timeframe and implementation of Phase 5. The proposal is to construct Phase 3 and Phase 5 during a single event.

    The Wilmington District, Corps of Engineers (Corps) received an application from Mallard Creek Development, Inc. seeking Department of the Army authorization to discharge dredged and/or fill material into waters of the United States, associated with constructing access and infrastructure for section VIII of the Mallard Creek residential subdivision located west of US Highway 17, at its intersection with Mallard Drive in Jacksonville, Onslow County, North Carolina.

    The Wilmington District, Corps of Engineers (Corps) received a request from the Town of North Topsail Beach seeking a permit modification to their current Department of the Army (DA) authorization issued on May 27, 2011 to relocate the New River Inlet ebb tide channel and to conduct beach nourishment along 11.1 miles of North Topsail Beach oceanfront shoreline in Onslow County, North Carolina. The modification request consists of changing Phase V’s original permitted construction schedule and beach fill footprint.

    All interested parties are herby advised that the Wilmington District, Corps of Engineers (Corps)has published a Notice of Intent (NOI) in the Federal Register to prepare a Draft Supplement of the December 2009 Final Environmental Impact Statement (FEIS) for the Town of North Topsail Beach’s project to relocate the New River Inlet ebb tide channel and to place dredge material along 11.1 miles of ocean shoreline of North Topsail Beach in Onslow County, North Carolina. The main purpose of the project is to provide short and long-term protection of the Town’s infrastructure. The Draft Supplement will address the Town’s proposed modification to consolidate Phases II-V of the original plan into one phase (in a single dredging event), to utilize a hopper dredge, to increase the beach fill density in the original Phase V footprint, to include an additional borrow source, and to extend their dredging activity outside the permitted dredging window.

    The Wilmington District, Corps of Engineers (Corps) received an application from John Koenig, Inc. seeking Department of the Army authorization for a discharge of dredged and/or fill material into waters of the United States associated with constructing access and infrastructure for the final phases of Williamsburg Plantation residential subdivision located west of Gum Branch Road, to the southwest of and between Western Boulevard and Williamsburg Parkway, in Jacksonville, Onslow County, North Carolina.
