Regulatory Public Notices

As used by the Corps, the term "public notice" is an official, required government announcement of a proposed agency action, decision made or under consideration, public hearing or other activity.  Please download the attachment(s) associated with notice for the complete, formatted, public notice with tables, illustrations, maps and plans.

Mitigation Public Notices

For all public notices pertaining to compensatory mitigation bank proposals or in-lieu fee mitigation sites developed by the North Carolina Division of Mitigation Services (NCDMS), please go to the Regulatory In-lieu Fee and Bank Information Tracking System website at https://ribits.ops.usace.army.mil/ords/f?p=107:2::::::

  • Implementation of NC SAM and NC WAM

    The U.S. Army Corps of Engineers, Wilmington District (District) is issuing this public notice to inform the public on the implementation of the North Carolina Wetland Assessment Method (NC WAM) and the North Carolina Stream Assessment Method (NC SAM). With the issuance of this public notice, the District will begin to utilize NC WAM and NC SAM for our internal reviews of permit applications, including decisions regarding the amount and type of compensatory mitigation, avoidance and minimization of impacts, or other decisions pertaining to aquatic resource quality and functions.

    The Wilmington District, Corps of Engineers (Corps) received an application from the Town of Kitty Hawk seeking Department of the Army authorization to dredge 1.913 million cubic yards of beach-quality sediments from two offshore borrow sources, and deposit the material along approximately 3.77-mile section of oceanfront shoreline, in the Town Kitty Hawk, Dare County, North Carolina.

    The Wilmington District, Corps of Engineers (Corps) received an application from the National Park Service seeking Reauthorization of a Department of the Army permit to complete an unfinished shoreline protection project associated with the Cape Lookout National Seashore in Harkers Island, Carteret County, North Carolina.

    The Wilmington District, Corps of Engineers (Corps) received an application from HDC-Wendover-Greensboro Partners, LP seeking Department of the Army authorization to discharge fill material into waters of the United States, associated with constructing access and infrastructure for Phase II (outparcel) of the Wendover Commons commercial development in Guilford County, North Carolina.

    Expiration date: 4/17/2015

    The Wilmington District, Corps of Engineers (Corps) received an application from B/S/H Home Appliances Corporation seeking Department of the Army authorization to fill in 1.02 acres of wetland , associated with expansion of an existing plant by constructing an additional 517,500 square foot building adjacent to the existing logistics building located within the Craven County Industrial Park on the south side of US 70, approximately 4.3 miles west of New Bern in Craven County, North Carolina.
