Regulatory Public Notices

As used by the Corps, the term "public notice" is an official, required government announcement of a proposed agency action, decision made or under consideration, public hearing or other activity.  Please download the attachment(s) associated with notice for the complete, formatted, public notice with tables, illustrations, maps and plans.

Mitigation Public Notices

  • Wilmington Harbor 403 Letter Report and EIS Wilmington Harbor Navigation Project

    PLEASE NOTE: THIS PUBLIC NOTICE IS FOR A USACE CIVIL WORKS PROJECT AND IS NOT A SOLICITIATION FOR COMMENT ON A REGULATORY PERMITTING ACTION There is a discrepancy between two dates listed as the end of the comment period in the Notice Of Intent. The public comment period is open through July 22nd, 2024. The U.S. Army Corps of Engineers (USACE), Wilmington District, Wilmington, North Carolina, in partnership with the state, acting through the North Carolina State Port Authority (NCSPA), is advising Federal, State, and local governmental agencies and the public that USACE, in compliance with the National Environmental Policy Act (NEPA), has published a notice of intent (NOI) in the federal register that USACE intends to prepare an Environmental Impact Statement (EIS) to evaluate proposed transportation improvements for the Wilmington Harbor Navigation Project, North Carolina, including deepening and widening of the navigation channel. USACE will be conducting the environmental review in accordance with Council on Environmental Quality's NEPA Implementing Regulations (40 CFR part 1500-1508), and USACE Procedures For Implementing NEPA (33 CFR part 230), and other related environmental review requirements.     The Wilmington District, Corps of Engineers (Corps) received an application on May 10, 2024, from Luck Stone Corporation seeking Department of the Army authorization to discharge dredged or fill material into approximately 0.24 acre (3,433 linear feet) of stream channel and 0.53 acre of riparian non-riverine wetlands, associated with constructing a granite quarry in Lee County, North Carolina.

    The Wilmington District, Corps of Engineers (Corps) received an application on April 22, 2024 from Greater Asheville Regional Airport Authority seeking Department of the Army authorization to discharge 0.028 acres of fill, associated with the replacement and extension of a culvert in Asheville, Buncombe County, North Carolina.

  • SAW-2024-00932

    The Wilmington District, Corps of Engineers (Corps) proposes to issue a Regional General Permit pursuant to Section 10 of the Rivers and Harbors Act of 1899 (33 U.S.C 403) and Section 404 of the Clean Water Act (33 U.S.C 1344). Title 33, Code of Federal Regulations (CFR), Paragraph 325, authorizes issuance of general (regional) permits for activities, which are substantially similar in nature and cause minimal individual and cumulative environmental impacts.
