New E-Bike Policy

On 16 August 2022, W. Kerr Scott Dam and Reservoir established a policy regarding the operation of E-Bikes. This policy ensures compliance with   36 CFR § 327, Part 327.2 (e), which provides “No person shall operate any vehicle in a careless, negligent or reckless manner so as to endanger any person, property or environmental feature.”.

An electric bicycle (E-Bike) is defined as any bicycle with an electric motor that assists the rider in propelling the bike while the operator is pedaling. E-Bikes do not include fully electric cycles without pedals.

E-Bikes are prohibited except for Class 1 E-Bikes which may be operated on trails designated as multi-use including the Dark Mountain, Overmountain Victory, and Warrior Creek Trail Systems. A Class 1 E-Bike is an electric bicycle equipped with a motor that provides assistance only when the rider is pedaling and ceases to provide assistance when the bicycle reaches a speed of 20 miles per hour.

Class 1 E-Bikes may also be operated on designated roadways within recreation areas and campgrounds. Operation of E-Bikes in undesignated areas is prohibited.
