As stewards of the public land and water at the Civil Works multipurpose water resources development projects in the Wilmington District, U.S. Army Corps of Engineers (USACE) must carefully consider the implications and impacts of any request to use these resources. 

A government real estate license is required for filming and still photography shoots by commercial, student, and non-profit organizations on USACE owned property (land and water). This includes areas on government property leased or licensed to others, such as state and local parks and game lands.

Filming/Photography Licenses are issued by the USACE Real Estate Division. The license provides the grantee permission for the use and occupancy of government owned property and ensures that the public's interests and resources are protected.

Applicants are responsible for administrative cost incurred by the government for review of the request. If authorized, grantees are responsible for the cost of issuing and administering the license and for payment of rental for use of government property.

Unauthorized activities are a violation of Title 36 CFR 327. Violators are subject to loss of privileges, fines, and/or imprisonment.

Filming/Photography License Application Process:

1. Please read the entire Applicant Information, Requests for a License for Filming/ Photography at Wilmington District Operations Projects document prior to submitting a request.

2. Contact the Point of Contact (POC) for the location where the activity is proposed prior to submitting the license application. See POC list below.

3. Complete the Application for Filming/Photography License in its entirety and submit it along with any other required information to the POC for the location of the proposed activity. Include any required administrative fee.
