JOINT PUBLIC NOTICE AND NOTICE OF AVAILABILITY

OCEAN DREDGED MATERIAL DISPOSAL SITE DRAFT SITE MANAGEMENT AND MONITORING PLAN FOR EPA REGION 4 INACTIVE DISPOSAL SITES

TO WHOM IT MAY CONCERN: The U.S. Army Corps of Engineers (USACE), South Atlantic Division (SAD), and the U.S. Environmental Protection Agency (EPA), Region 4, have prepared a draft Site Management and Monitoring Plan (SMMP) to specifically address the disposal of dredged material at Inactive Ocean Dredged Material Disposal Sites (ODMDSs). Copies of the SMMP are available from the USACE or the EPA at the addresses listed in this notice. Comments on the
SMMP are requested from interested parties.

It is the responsibility of the EPA and the USACE under the Marine Protection, Research, and
Sanctuaries Act (MPRSA) of 1972 to manage and monitor each of the ODMDSs designated by the EPA pursuant to Section 102 of MPRSA. Section 102(c)(3) of the MPRSA requires development and periodic review of a SMMP for each ODMDS. EPA Region 4 and USACE SAD have decided to classify
ODMDSs that have not been used within 5 years and are not expected to be used within the next 5 years as “Inactive.” In order to conserve agency resources, EPA Region 4 and USACE SAD have decided rather than develop site specific SMMPs for each inactive ODMDS, to develop a generic SMMP for all inactive ODMDSs. These sites can only be used in an emergency situation without the prior development of a site specific SMMP.

The ODMDSs covered by this SMMP are listed in Table 1. ODMDSs can be added to this list through a
letter from the EPA Region 4 Administrator to the USACE SAD Commander or applicable District
Commander. ODMDSs will automatically be removed from this list upon development of a site specific
ODMDS SMMP.

comments in writing and within 30 days of the date of this notice.
