This page will contain links to environmental documents and notices provided to the Corps related to the proposed project to build the Titan America cement production facility in Castle Hayne in New Hanover County.  An independent third party prepares the Environmental Impact Statement (EIS), paid by the applicant and approved by the Corps of Engineers, as required by Corps of Engineers policy outlined in Regulatory Guidance Letter (RGL 05-08).

The Corps received a copy of the March 30, 2009 toxicology document "The Human Health Risk Assessment of Mercury Emissions from the proposed Carolinas Cement Plant facility at Castle Hayne, North Carolina" prepared by Intertox, Inc. under contract to the Carolinas Cement Company.  This study was commissioned entirely by Carolinas Cement Company.  The US Army Corps of Engineers has not made a decision regarding the use of this document in the National Environmental Policy Act (NEPA) Environmental Impact Statement (EIS) process.  The Corps is providing a link to the Carolinas Cement Company's File Transfer Protocol (FTP) site to allow interested parties to download these documents.  This link in no way constitutes a Corps endorsement of this or any other document hosted on the FTP site by Carolinas Cement.  Titan - Carolinas Cement FTP site (exit Corps web site).

 

 

9/9/08 - On May 30, 2008 the US Army Corps of Engineers published a Public Notice requesting scoping comments for writing an environmental impact statement on Carolinas Cement Company’s LLC (Titan America) proposal to construct a cement manufacturing facility and quarry near Castle Hayne, North Carolina. The comment period ended July 15, 2008.

These are the recorded public comments from the July 1, 2008 public scoping meeting at Wilmington Christian Academy/Grace Baptist Church, in Wilmington, North Carolina and the written comments received on the proposed project.

The comments are summarized and grouped by general subject. Pleased be advised the posting of these comments is for information purposes only, and the Corps does not take responsibility for any statements that may be incorrect or may have no relevance to the proposed project. The US Army Corps of Engineers will utilize the comments from the scoping process to identify relevant issues and concerns that need to be addressed in the National Environment Protection Act environmental impact statement.

The Corps would like to thank everyone who took the time to go to the scoping meeting and comment on the proposed project.

7/21/08 - Copy of Titan America's presentation made at scoping meeting.

7/2/08 -Thank you to all participants in the July 1 proposed Titan American project scoping meeting.  The Corps received comments on topics and issues for the scope of the environmental impact statement through July 15, 2008.
