Federal Business Opportunities.
www.fedbizopps.gov/ has been designated as the single Government
wide point of entry for procurement opportunities expected to exceed $25,000.
All Wilmington procurements posted at fedbizopps will continue to be
directly accessible at our EBS page. See next paragraph.
URGENT
NEWS ON EBS
On 15 February 2006, the U.S. Army Corps of Engineers, Wilmington
District , will implement a new
procedure for posting all NEW solicitations. The Electronic Bid
Solicitations (EBS) system will no longer be used to post solicitations. The
new system, called Federal Technical Data System (FedTeDS)
https://www.fedteds.gov,
is a web-based dissemination tool designed to safeguard acquisition-related
information for all Federal agencies. All prospective contractors and their
subcontractors and suppliers must be registered in FedTeDS before
they will be allowed to download solicitation information. You are urged to
read the FAQs posted on the FedTeDS website to better understand this new
process.
Solicitations - Electronic Bid Set (EBS). This is a list of active solicitations, bid results, and contract award information. Prime contractors, subcontractors, suppliers, and plan rooms wishing to obtain a copy of an EBS solicitation must register for the solicitation. The online registration form is posted on the EBS page with the solicitation.

NOTICE !!!
New procedures being implemented for U.S. Army Corps of Engineer
solicitations will require that all potential offerors, plan rooms and
printing companies register in CCR and FedTeDS in order to view or download
solicitations from the web site or obtain CDs of solicitations. A link to CCR
and FedTeDS is provided at
http://tsn.wes.army.mil . These new procedures should be in place by the
second quarter of FY04.

SF 330 Is a Done Deal
If you do federal work, know that the SF 330 is
now finalized (SF 330 replaces SF 254 and SF 255). SF 330 was published
in the federal Register on 11 December 2003, is effective on 12 Jan 2004, and
mandatory on 8 June 2004. The US Army Corps of Engineers will begin
using SF 330 on 8 June 2004. Full guidance is in a Corps Engineering and
Construction Bulletin that can be found at

Please note that the SF 330 will be covered in detail at the Regional Corps

Emergency Contracting and Advanced
Contracting Initiatives.
The U.S. Army Corps of Engineers (USACE) has changed the way it contracts for
Ice, Water, Debris Removal/Reduction, Temporary Power, and Temporary Roofing
(see below) to support a natural or man-made disaster. Previously, contracts
were awarded after an emergency or disaster occurred. This delayed our
response to emergencies/disasters resulting in unacceptable extended periods
of life and safety hazards. Contract
awards, commonly referred to as “Advanced Contracting Initiatives” or “ACI”
contracts were developed and put in place by the Corps of Engineers, Readiness
Support Center (RSC), in conjunction with assigned lead Corps Divisions and
Districts. They include Requirement Contracts for Ice and Water and
Requirement Contracts with Indefinite Delivery –Indefinite Quantity options
for Debris Removal/ Reduction, Temporary Power and Temporary Roofing. These
contracts will be in effect through Nov 07, with the exception of the Ice
contract which will expire in Nov 05.
A preference to the extent
feasible and practicable shall be given to those contractors residing or doing
business primarily in the area affected by a major disaster or emergency. The
authority to provide preference under this subpart applies only to those
acquisitions conducted during the term of a major disaster or emergency
declaration made by the President of the United States under the authority of
the Robert T. Stafford Disaster Relief and Emergency Assistance Act. The
Government reserves the right to use its discretion in the use of these
contracts for non-FEMA related requirements. Vendors interested in
subcontracting opportunities for these contracts should contact the Prime

Central Contractor Registration (CCR). The Director of Defense Procurement has issued a final rule requiring that contractors must be registered in the CCR before receiving a contract from any activity of the Department of Defense. (The rule appears on page 15316 of the March 31, 1998, edition of the Federal Register.) The CCR's web site may be accessed at
http://www.ccr.gov/. You may obtain registration assistance by calling 1-888-227-2423.
The rule authorizes contracting officers to reject offers from contractors
that have not registered; therefore, all contractors are encouraged to
register as soon as possible.

Direct Deposit of Contract Payments. All payments to contractors (except Visa card transactions) will be directly deposited into their bank (or other financial institution) account via electronic funds transfer. You may obtain a form for this purpose by clicking here. |
Indian Incentive Program. Indian organizations and Indian-owned economic enterprises shall have the maximum practicable opportunity to participate in performing contracts awarded by Federal agencies. In fulfilling this requirement, the Indian Incentive Program allows an incentive payment equal to 5 percent of the amount paid to a subcontractor in performing the contract, if the contract so authorizes and the subcontractor is an Indian organization or Indian-owned economic enterprise.
