regarding the status of Duke Energy Carolinas, LLC, proposed "Offshore
Wind Demonstration Project" involving the installation of wind turbines
and transmission cables within the Pamlico Sound, west of the Outer
Banks community of Avon.

BACKGROUND
In 2008, the NC General Assembly directed
the University of North Carolina (UNC) - Chapel Hill to study the
feasibility of and capacity for wind energy generation within the
Albemarle and Pamlico Sounds, and ocean waters along the North Carolina
coast. An interagency meeting was convened in April 2009, followed by
the publication of a report by UNC-Chapel Hill entitled,
Coastal Wind: Energy for North Carolina's Future (exit Corps web to
UNC).
The preliminary findings report predict
that most of the State’s sounds and ocean waters are rated "Very Good"
on the Truewind Energy Potential Scale, the minimum rating
required for a project to proceed. Wind potential in federal waters is
rated "Superior". The area from Cape Lookout north rates best.
In December 2009, the
Wilmington District Commander signed
the Third Party Processing agreement with Duke Energy establishing
ARCADIS U.S., Inc, as the firm responsible for assisting the District
with preparation of the Environmental Impact Statement (EIS), initiating
the process for environmental review.
