Regulatory Public Notices

As used by the Corps, the term "public notice" is an official, required government announcement of a proposed agency action, decision made or under consideration, public hearing or other activity.  Please download the attachment(s) associated with notice for the complete, formatted, public notice with tables, illustrations, maps and plans.

Mitigation Public Notices

For all public notices pertaining to compensatory mitigation bank proposals or in-lieu fee mitigation sites developed by the North Carolina Division of Mitigation Services (NCDMS), please go to the Regulatory In-lieu Fee and Bank Information Tracking System website at https://ribits.ops.usace.army.mil/ords/f?p=107:2::::::

    The Wilmington District, U.S. Army Corps of Engineers (Corps) has received an application from the North Carolina Department of Transportation (NCDOT) seeking Department of the Army authorization to discharge fill material into waters of the United States associated with the construction of the I-26 Asheville Connector Project (STIP No. I-2513) in Buncombe County, North Carolina. The proposed project is approximately 7 miles in length and would connect I-26 in southwestern Asheville to US 19-23-70 in northwest Asheville.

    The Wilmington District, Corps of Engineers (Corps) received an application on September 13, 2023 from Duke Energy seeking Department of the Army authorization to discharge fill material into 0.90-acre of wetlands associated with the decommissioning of the RUTHE-070 Main Dam during the coal ash basin removal process in Mooresboro, Rutherford County, North Carolina.

    The Wilmington District, Corps of Engineers (Corps) received an application on July 27, 2023, from Ted Kakambouras, Welcome Venture Park, LLC, seeking Department of the Army authorization to discharge fill material into 0.069 acre of wetlands, 0.024 acre (149 linear feet) of stream channel, and 0.279 acre of open water (a pond) associated with construction of a road crossing and grading necessary to construct an additional phase of the Welcome Venture Park, and referred to by the applicant as Northern Durham Parkway Phase 2, in Durham County, North Carolina.
