Regulatory Public Notices

As used by the Corps, the term "public notice" is an official, required government announcement of a proposed agency action, decision made or under consideration, public hearing or other activity.  Please download the attachment(s) associated with notice for the complete, formatted, public notice with tables, illustrations, maps and plans.

Mitigation Public Notices

    The Wilmington District, Corps of Engineers (Corps) received an application on November 28, 2023, from Vulcan Materials Company seeking Department of the Army authorization to discharge fill material into 0.12 acre of wetlands and 0.41 acre (4,168 linear feet) of stream, associated with the expansion of the existing quarry pit and overburden storage area at Vulcan’s Rockingham Granite Quarry located at 353 Galestown Road in Rockingham, Richmond County, North Carolina.

    The Wilmington District, Corps of Engineers (Corps) received an application on October 23, 2023, from CK Kings Grant Land, LLC, seeking Department of the Army authorization to permanently impact 1,065 linear feet (0.144-acre) of perennial and intermittent stream, permanently convert 0.089-acre of forested wetland, and temporarily impact 785 linear feet (0.124-acre) of stream associated with the Kings Grant Development project in Charlotte, Mecklenburg County, North Carolina.

    The Wilmington District, Corps of Engineers (Corps) received an application on October 6, 2023, from Mingo Creek Investments III, LLC and Fred Smith Company seeking Department of the Army (DA) authorization to discharge fill and dredged material, associated with Mingo Creek Phase 7 and 12 residential development in Knightdale, in Wake County, North Carolina.

    The Wilmington District, Corps of Engineers (Corps) received an application on September 22, 2023 from Jon L. Morris seeking Department of the Army authorization to discharge of fill material into 1.561 acre of wetlands, 0.075 acre of stream (1,720 linear feet) and 3.902 acre of open water, associated with the construction of industrial buildings, commercial/retail buildings of varying sizes and features and associated infrastructure to meet current and future demand for industrial space in Apex, Chatham County, North Carolina.

    The Wilmington District, Corps of Engineers (Corps) received an application on August 8, 2023 from Raleigh Executive Jetport C/o Robert Heuts seeking to modify the existing Department of the Army Standard Permit issued April 18, 2019, and modified March 29, 2021, to discharge an additional 0.15 acre of fill material into wetlands, associated with expansion of the existing Sanford Lee County Airport-Raleigh Executive Jetport in Sanford, Lee County, North Carolina. The applicant has also requested a time extension for this modification request for the permit to expire December 31, 2026.
