Regulatory Public Notices

As used by the Corps, the term "public notice" is an official, required government announcement of a proposed agency action, decision made or under consideration, public hearing or other activity.  Please download the attachment(s) associated with notice for the complete, formatted, public notice with tables, illustrations, maps and plans.

    Expiration date: 2/21/2022

    The Wilmington District, Corps of Engineers (Corps) received an application from the North Carolina Department of Transportation (NC DOT) seeking a phased Department of the Army authorization to discharge dredged or fill material into waters of the United States, associated with the widening of NC 55 from south of SR 1532 (Oak Grove Church Road) to NC 42, and a new location bypass around the Town of Angier to the west, constructed as a four-lane median divided roadway, with partially controlled access throughout the project, in Harnett and Wake Counties, North Carolina. The project is approximately 11.5 miles in length. The proposed project is state funded, and included in the NC DOT’s approved Fiscal Year 2020-2029 North Carolina State Transportation Improvement Program (STIP), project numbers STIP: R-5705. R-5705 has been divided into three sections: R-5705A [NC 55 from south of SR 1532 (Oak Grove Church Road) to north of NC 210], R-5705B [NC 55 from NC 210 to SR 4809 (Jicarilla Lane)], and R-5705C [NC 55 from south of SR 4809 (Jicarilla Lane) to NC 42].

  • FINAL REGIONAL CONDITIONS FOR NATIONWIDE PERMITS

    This Notice announces the Final Regional Conditions for the reissuance of 40 existing nationwide permits (NWPs) and 1 new NWP, in the Wilmington District. The proposed Regional Conditions for these NWPs in the Wilmington District are Final, as per approval by and signature of the South Atlantic Division Engineer, 31 January 2022. These 41 NWPs will go into effect on February 25, 2022, and will expire on March 14, 2026:

    The Wilmington District, Corps of Engineers (Corps) received an application from the North Carolina Department of Transportation (NC DOT) seeking Department of the Army authorization to discharge dredged or fill material into waters of the United States, associated with the proposed conversion of the intersection of US 74/76 and Old Lake Road (SR 1740) to a grade separation, the intersection of US 74/76 and Chauncey Town Road (SR 1735) to an interchange, construct a roundabout at the intersection of Sam Potts Highway (NC 214)/ Chauncey Town Road, and construct a service road from Chauncey Town Road to Old Lake Road north of US 74/76 in Columbus County, North Carolina. The project is 2.201 miles in length.

    The Wilmington District, Corps of Engineers (Corps) has received an application from the North Carolina Department of Transportation (NCDOT) seeking Department of the Army (DA) authorization to discharge dredged or fill material into waters of the United States associated with the proposed A0009C project that extends along US 129, NC 143 and NC 28 from Robbinsville to Stecoah in Graham County, North Carolina.

    The Wilmington District, Corps of Engineers (Corps) received an application from the North Carolina Department of Transportation, Division 12, (NCDOT) seeking Department of the Army authorization to construct the proposed replacement of Bridge No. 25 over Buffalo Creek, TIP B-5845, impacting 874 linear feet of tributaries, and less than 0.03 acre of wetlands, on SR 2033, Oak Grove Road, west of Kings Mountain, in Cleveland County, North Carolina.
