Regulatory Public Notices

As used by the Corps, the term "public notice" is an official, required government announcement of a proposed agency action, decision made or under consideration, public hearing or other activity.  Please download the attachment(s) associated with notice for the complete, formatted, public notice with tables, illustrations, maps and plans.

Subscribe to District Public Notices: The Wilmington District maintains an email distribution list of the individuals that are interested in receiving email notifications for all public notices issued by Wilmington District Regulatory Offices. Mitigation Public Notices

For all public notices pertaining to compensatory mitigation bank proposals or in-lieu fee mitigation sites developed by the North Carolina Division of Mitigation Services (NCDMS), please go to the Regulatory In-lieu Fee and Bank Information Tracking System website at https://ribits.ops.usace.army.mil/ords/f?p=107:2::::::

  • Electronic Files Submittal

    The U.S. Army Corps of Engineers, Wilmington District Regulatory Division is continually improving efficiencies within the Regulatory Program. Our latest effort is offering paperless/electronic files as a primary means of accepting project submittals and issuing final agency action. This includes accepting applications for Standard Permits, Letters of Permission, Pre-Construction Notifications (PCN) for Nationwide or Regional General Permits, Jurisdictional Determination requests, No Permit Required requests, Mitigation Bank proposals, and Pre-application meeting requests. While electronic submittals are preferred, we will continue to accept paper documents that meet our file requirements in order to accommodate those with limited computer access.

    Expiration date: 4/1/2020

    The Wilmington District, Corps of Engineers (Corps) received an application from the North Carolina Department of Transportation (NC DOT) seeking Department of the Army authorization to discharge dredged or fill material into waters of the United States associated with the proposed widening of US 701 Bypass in Whiteville, Columbus County, North Carolina, TIP No. R-5020. Proposed impacts include permanent impacts to 1,252 linear feet of streams and 8.16 acres of wetlands, temporary impacts to 134 linear feet of streams and 0.04 acre of wetlands (along with 0.39 acre of hand clearing to wetlands).

    The Wilmington District, Corps of Engineers (Corps) received an application from the North Carolina Department of Transportation (NCDOT) Rail Division seeking Department of the Army authorization to discharge fill material into waters and wetlands in Hydrologic Unit Code (HUC) 03020201 (Neuse River basin), associated with the construction of the Rogers Road (SR2052) grade separation over the CSX S-Line (Crossing No. 633 905 Y), TIP No. P-5707 in Wake County, North Carolina.

    The Wilmington District, Corps of Engineers (Corps) received an application from Olde Towne WEH, LP seeking Department of the Army authorization to discharge fill material into wetlands and waters within the Hydrologic Unit Code (HUC) 03020201 (Neuse River Basin), associated with the construction of the Old Towne residential subdivision in Wake County, North Carolina.

    The Wilmington District, Corps of Engineers (Corps) received an application from Carolina Ecosystems, Inc. on behalf of LGI Homes-NC, LLC seeking Department of the Army authorization to permanently fill 232 linear feet of stream and 0.92 acre of wetlands and temporarily fill 20 linear feet of stream and 0.05 acre of wetlands, associated with a proposed 302-lot, single-family residential development in Granville County, North Carolina.
