Regulatory Public Notices

As used by the Corps, the term "public notice" is an official, required government announcement of a proposed agency action, decision made or under consideration, public hearing or other activity.  Please download the attachment(s) associated with notice for the complete, formatted, public notice with tables, illustrations, maps and plans.

  • RGP31 and 50

    The DISTRICT ENGINEER, WILMINGTON DISTRICT, 69 Darlington Avenue, Wilmington North Carolina 28403, hereby announces the issuance of Regional General Permits (RGPs) 198200031 (RGP 31) and RGP 2019-02350 (RGP 50) pursuant to Section 10 of the River and Harbor Act of 1899 (33 U.S.C. 403) and Section 404 of the Clean Water Act (33 U.S.C. 1344).

    The Wilmington District, Corps of Engineers (Corps) received an application from the North Carolina Department of Transportation seeking Department of the Army authorization to discharge fill material into waters of the United States associated with the proposed 28.8 miles of the proposed widening and extension of Big Mill Farm Road, and widening of Hopkins Road from I-40 Business/US 421 to West Mountain Street, with a new partial cloverleaf interchange at I-40 Business/US 421, in Forsyth County, North Carolina (STIP No. U-5760).

    The Wilmington District, Corps of Engineers (Corps) received an application from the City of Statesville seeking Department of the Army authorization to impact 663 linear feet of stream channel and 1.93 acres of wetlands for improvements to the runway safety area and the removal of tree obstructions to comply with Federal Aviation Administration requirements.

    The Wilmington District, U.S. Army Corps of Engineers (Corps) has received an application from the North Carolina Department of Transportation (NCDOT) seeking Department of the Army authorization to permanently impact 10,400 linear feet of stream and 0.72 acre of wetland to construct the US 221 Bypass of Rutherfordton in Rutherford County North Carolina (STIP No. R-2233 B). The proposed Rutherfordton Bypass would extend along existing US 221 from north of 74 Bypass to north of US 74 Business (R- 2233 BA) and on new location from north of US 74 Business to US 221 just north of SR 1366, (R-2233 BB). The proposed bypass would be constructed as a four-lane roadway with a 46-foot median and would be approximately 8.5 miles long.

    The Wilmington District, Corps of Engineers (Corps) received a joint application from Chatham Park Investors, LLC and the North Carolina Department of Transportation (NCDOT) seeking Department of the Army authorization to discharge dredged or fill material into a total of 5,007 linear feet (LF) of stream channel and 2.047 acre of riparian non-riverine wetlands (2,697 LF permanent stream channel loss from culvert installation, 974 LF of stream channel impacts from rip rap installation, 1,336 LF of temporary stream channel impacts from construction access, 1.817 acre of permanent wetland loss from fill, and 0.023 acre of temporary wetland impacts from construction access), associated with developing the Chatham Park North Village subdivision and Chatham Parkway North (NCDOT TIP number R-5930) in Chatham County, North Carolina
