As used by the Corps, the term "public notice" is an official, required government announcement of a proposed agency action, decision made or under consideration, public hearing or other activity.  Please download the attachment(s) associated with notice for the complete, formatted, public notice with tables, illustrations, maps and plans.

  • RGP 31 Renewal - SAW-2019-00155

    Expiration date: 8/14/2019

    The DISTRICT ENGINEER, WILMINGTON DISTRICT, 69 Darlington Avenue, Wilmington North Carolina 28403, hereby proposes to renew, with modifications, Regional General Permit 198200031 (RGP 31) pursuant to Section 10 of the Rivers and Harbors Act of 1899 (33 U.S.C 403) and Section 404 of the Clean Water Act (33 U.S.C 1344). The general permit authorizes the discharge of fill material associated with maintenance, repair, and construction projects conducted by the various divisions of the North Carolina Department of Transportation (NCDOT), within all waters subject to regulatory jurisdiction of the Wilmington District, Corps of Engineers. Title 33, Code of Federal Regulations (CFR), Paragraph 325, authorizes issuance of general (regional) permits for activities, which are substantially similar in nature and cause minimal individual and cumulative environmental impacts.

    The Wilmington District, Corps of Engineers (Corps) received an application from Catawba County seeking Department of the Army authorization to excavate and fill 0.56 acres of pond, 0.06 acres of wetland, and 1,207 feet of unnamed tributaries of the South Fork Catawba River, associated with the municipal solid waste landfill cells construction by placing leachate pipes and a liner at the Blackburn Sanitary Landfill, 4017 Rocky Ford Road, Newton, Catawba County, North Carolina.

  • National Wetland Plant List Update

    Expiration date: 8/31/2019

    The U.S. Army Corps of Engineers, as part of an interagency effort with the U.S. Environmental Protection Agency, the U.S. Fish and Wildlife Service, and the U.S. Department of Agriculture - Natural Resources Conservation Service, announces the draft biennial update to the National Wetland Plant List (NWPL) for 2018 in the Federal Register. The Corps encourages public input in the form of data, comments, literature references, or field experiences, to help clarify the status of the species reviewed for this update, as well as public input on the NWPL process. The public will have the opportunity to comment on the proposed update or addition of wetland indicator status ratings for 20 plant species in select Corps wetland regions. These 20 reviewed species and their draft 2018 wetland ratings by region, as well as the FR notice, can be viewed at the NWPL homepage, http://wetland-plants.usace.army.mil/ under “2018 NWPL Update Information.” A link to provide general or species-specific comments is also available at this location. Users are encouraged to submit literature citations, herbaria records, experiential references, monitoring data, and other relevant information. Specific knowledge of, or studies related to, individual species are particularly helpful. Commenters should use their regional botanical and ecological expertise, field observations, reviews of the most recent indicator status information, appropriate botanical literature, floras, herbarium specimens with notation of habitat and associated species, habit data, relevant studies, and historic list information. Guessing ratings is inappropriate. All submitted comments and information will be compiled and sent to the National Panel for their consideration. The Corps is also seeking comments on the NWPL update process.     The Wilmington District, Corps of Engineers (Corps) received an application from 347 MCO, LLC, seeking Department of the Army authorization to discharge fill material into 0.47 acres of wetlands and 70 linear feet of stream for the construction of a mixed use development with commercial retail, hospitality, office, residential units, and parking garages. This project, known as Carroll at the Avenue, will also impact 3.4 acres of open water jurisdictional pond in order to convert the pond for stormwater use.

    The Wilmington District, Corps of Engineers (Corps) received information from the North Carolina Department of Transportation (NCDOT) regarding a potential future requirement for Department of the Army authorization to discharge dredged or fill material into waters of the United States, associated with the widening of a 2.4 mile long section of SR 1002 (Aviation Parkway) to a multi-lane facility, from NC 54 north to I-40 (STIP Project Number U-5811) in Wake County, North Carolina.
