Regulatory Public Notices

As used by the Corps, the term "public notice" is an official, required government announcement of a proposed agency action, decision made or under consideration, public hearing or other activity.  Please download the attachment(s) associated with notice for the complete, formatted, public notice with tables, illustrations, maps and plans.

  • SAW-2019-00155 & SAW-2019-02350

    Expiration date: 4/30/2021

    The DISTRICT ENGINEER, WILMINGTON DISTRICT, 69 Darlington Avenue, Wilmington North Carolina 28403, issued a public notice on July 16, 2019 (July 2019 notice), advertising the proposed renewal, with modifications, of Regional General Permit 198200031 (i.e., the 2020 version of RGP 31) pursuant to Section 10 of the Rivers and Harbors Act of 1899 (33 U.S.C 403) and Section 404 of the Clean Water Act (33 U.S.C. 1344). In that notice, the Corps solicited comments from the public; Federal, State and local agencies and officials, including any consolidated State Viewpoint or written position of the Governor; Indian Tribes, and other interested parties in order to consider and evaluate the impacts of this proposed activity.

  • SAW-2018-01447

    Expiration date: 12/31/2019

    The Wilmington District, Corps of Engineers (Corps) received an amendment from the North Carolina Department of Transportation (NCDOT) regarding a potential future requirement for Department of the Army (DA) authorization to discharge dredged or fill material into waters of the United States associated with the proposed R-5706 A&B, NC 73 widening projects. The project’s Least Environmentally Damaging Practicable Alternative (LEDPA) was preliminarily determined in April 2019, after receipt of public and agency inputs. Because of several changes to environmental and human resources, Alternative 1, (previously determined as the preliminary LEDPA) and the no build alternative, are once again being vetted for public and agency comment. The project is located in Mecklenburg and Cabarrus Counties, North Carolina.

    The Wilmington District, Corps of Engineers (Corps) received an application from the North Carolina Department of Transportation (NC DOT) seeking Department of the Army authorization to modify the standard permit for NC DOT on-going U-2579B project, Corps File No., SAW No. 2008-03183. U-2579B is a section of the Winston- Salem Northern Beltway, from US 158 to I-40 Business/US 421, in Forsyth County, near Kernersville, North Carolina. This modification includes the relocation and backfill of 80 linear feet of an unnamed tributary to Smith Creek and 1,711 linear feet of Smith Creek, to accommodate the northbound on-ramp to the newly constructed Winston-Salem Northern Beltway. NC DOT would relocate the stream channels using Natural Stream Design (NSD).

    The Wilmington District, Corps of Engineers (Corps) has received an application from the North Carolina Department of Transportation (NCDOT) seeking Department of the Army authorization to impact 3.68 acres of wetlands, 240 linear feet of stream, and 0.01 acre of surface water impact associated the proposed replacement of Bridges 138 and 139 over the Neuse River on SR 14770 (Maple Cypress Road) in Craven County, North Carolina, TIP B- 4484.

    The Wilmington District, Corps of Engineers (Corps) received an application from Terraces Development, LLC seeking Department of the Army authorization to permanently fill approximately 0.71-acres and temporarily impact approximately 0.11-acre of wetland and 20 linear feet of stream associated with the development of a 76-lot single-family residential development, The Terraces Subdivision, located in Surf City, Pender County, North Carolina.
