As used by the Corps, the term "public notice" is an official, required government announcement of a proposed agency action, decision made or under consideration, public hearing or other activity.  Please download the attachment(s) associated with notice for the complete, formatted, public notice with tables, illustrations, maps and plans.

    The Wilmington District, Corps of Engineers (Corps or USACE) received an application from Mr. Wayne Smith of Tinsel Town, LLC, (Tinsel Town) seeking Department of the Army authorization for 2.68 acres of permanent open water impacts (fill and grading); 42 linear feet of permanent impacts to streams (stabilization) and 17 linear feet of temporary impacts to streams (stabilization) associated with the Tinsel Town Residential Development project in Sylva, Jackson County, North Carolina.

    The Wilmington District, Corps of Engineers (Corps) received an application from Duke Energy seeking Department of the Army authorization to discharge dredged or fill material into wetlands and convert forested wetlands to herbaceous wetlands within a maintained utility easement in Hydrologic Unit Code (HUC) 03020201 (Neuse River Basin). These activities are related to developing infrastructure necessary for the excavation and beneficial reuse of coal combustion residual (CCR) materials from areas of coal ash fill at the H.F. Lee Energy Complex in Wayne County, North Carolina.

    The Wilmington District, Corps of Engineers (Corps) received an application from the Greensboro-Randolph Megasite Foundation, Inc. seeking Department of the Army authorization to discharge dredged or fill material into waters of the United States, associated with the construction of the Greensboro-Randolph Megasite (GRMS), an approximate 1,000 acre advanced automotive manufacturing facility. The proposed project includes off-site transportation and utility improvements. The proposed project site is located adjacent to US Highway 421 in Liberty, Randolph County, North Carolina.

    The Wilmington District, Corps of Engineers (Corps) received an application from the North Carolina Department of Transportation, Mr. Philip S. Harris, III, Natural Environment Section Head, seeking Department of the Army authorization to impact jurisdictional areas consisting of 114.15 acres of permanent wetland impacts, 2,870 linear feet of permanent stream impacts (including 936 feet of intermittent streams and 1,934 of perennial streams), and 0.55 acres of permanent surface water impacts. The wetland impacts include 98.33 acres of non-riparian wetlands and 15.82 acres of riparian wetlands that will require mitigation. Additionally, there will be 7.43 acres of hand clearing in wetlands due to roadway construction. The proposed impacts are associated with construction of a new bypass (US 70 Havelock Bypass/R-1015) around the Town of Havelock, Craven County, North Carolina.

    The Wilmington District, Corps of Engineers (Corps) received an application from BOMA North Carolina, LLC seeking Department of the Army (DA) authorization to permanently impact 557 linear feet (lf) of stream channel associated with 6 proposed road crossings. In addition, the applicant is also requesting an additional 500lf of stream channel that would be temporarily impacted through the construction of utility crossings associated with Caleb’s Creek Community residential/commercial development. The property consists of approximately 875 acres abutting Interstate 40, on the east and west sides of Teague Lane, north of Interstate 74, south of Kernersville, Forsyth County, North Carolina. The site contains Abbotts Creek and several of its unnamed tributaries in the Lower Yadkin Pee Dee River Basin (8-Digit Cataloging Unit 03040103). Latitude N 36.062387, W -80.091225.
