Regulatory Public Notices

As used by the Corps, the term "public notice" is an official, required government announcement of a proposed agency action, decision made or under consideration, public hearing or other activity.  Please download the attachment(s) associated with notice for the complete, formatted, public notice with tables, illustrations, maps and plans.

Mitigation Public Notices

    The Wilmington District, Corps of Engineers (Corps) received an application from the Wilmington International Airport, attn: Jon Rosbrough, seeking Department of the Army authorization to permanently impact 1.32 acres of jurisdictional wetland, 2320 linear feet (ft) of stream, 0.3280 acre of jurisdictional Relatively Permanent Waters (RPW) and 0.24 acre of isolated wetland to meet Federal Aviation Administration (FAA) safety standards in wetlands and waters of the U.S. abutting an unnamed tributary to Smith Creek. The Wilmington International Airport is located at 1704 Airport Boulevard with site coordinates at 34.2776°N, -77.8893°W, in Wilmington, New Hanover County, North Carolina.

    The Wilmington District, Corps of Engineers (Corps) received an application from the North Carolina Department of Transportation, Division of Highways (NCDOT) seeking Department of the Army authorization to impact waters of the United States, associated with the proposed construction of the East End Connector from NC 147 (Durham Freeway/Buck Dean Expressway) to north of NC 98 (Holloway Street) in Durham, Durham County, North Carolina, Federal Aid Project No. NHF–76–1(2), TIP No. U-0071.

    The Wilmington District, Corps of Engineers (Corps) received an application from Partners Equity Group seeking Department of the Army authorization to mitigate for permitted impacts to 1.53 acres of non riparian wetlands by preserving 32 acres of riparian wetlands in Johnston County, North Carolina. The applicant is also requesting the modification of a condition requiring the remaining wetlands on site to be preserved by restrictive covenants.

    This Public Notice is being issued to acknowledge that the Wilmington District Regulatory Division (District) was requested by the North Carolina Department of Transportation (NCDOT) to issue an emergency (Section 404 of the Clean Act and Section 10 of the Rivers and Harbors Act) permit to place, via pipe line dredge, 30,000 cubic yards of sand adjacent to the Herbert C. Bonner Bridge at Bent #166, Oregon Inlet, Dare County, North Carolina. On December 3, 2013, NCDOT closed Herbert C. Bonner Bridge because of safety concerns due to erosion and scouring around Bent #166. The NCDOT proposed this project in order to place sand material at this location to fill in the scour hole and stabilize the bridge.
