Regulatory Public Notices

As used by the Corps, the term "public notice" is an official, required government announcement of a proposed agency action, decision made or under consideration, public hearing or other activity.  Please download the attachment(s) associated with notice for the complete, formatted, public notice with tables, illustrations, maps and plans. Subscribe to District Public Notices: The Wilmington District no longer maintains email subscriptions for public notices. Mitigation Public Notices

For all public notices pertaining to compensatory mitigation bank proposals or in-lieu fee mitigation sites developed by the North Carolina Division of Mitigation Services (NCDMS), please go to the Regulatory In-lieu Fee and Bank Information Tracking System website at https://ribits.usace.army.mil.

SAW-2016-00330 - 6/20/2017: The Wilmington District, U.S. Army Corps of Engineers has received an application from Johnson Concrete, Piedmont Block Company seeking Department of the Army authorization to discharge 16,000 cubic yards of soil and structural fill materials resulting in the losses of 0.99-acre of open-water pond and approximately 0.003-acre of emergent/scrub shrub wetland, which are connected with an unnamed perennial tributary of Buffalo Creek. The proposed work is associated with the expansion of the existing concrete block manufacturing and storage facility, located in Concord, Cabarrus County, North Carolina.

SAW-2017-01232 - 6/15/2017: The Wilmington District, Corps of Engineers (Corps) received an application from the North Carolina Department of Transportation (NCDOT) seeking Department of the Army authorization to discharge dredged or fill material into waters and wetlands in Hydrologic Unit Code (HUC) 03040101 (Yadkin/Pee Dee River Basin), associated with Transportation Improvement Project (TIP) No. U-2579C (I-74/Winston Salem Northern Beltway) in Forsyth County, North Carolina.

SAW-2016-00865 - 5/26/2017: The Wilmington District, Corps of Engineers (Corps) received an application from the North Carolina Department of Transportation (NCDOT), seeking Department of the Army (DA) authorization to permanently impact 15.11 acres of wetlands and 2,167 linear feet of stream associated with construction of a four lane median divided highway on new location north and west of the city of Kinston in Lenoir County, North Carolina. (NCDOT TIP No.W-5703)

SAW-2016-01348 - 5/18/2017: The Wilmington District, Corps of Engineers (Corps) received an application from Vulcan Materials Company (VMC) seeking Department of the Army authorization to impact Waters of the US, associated with the expansion of the VMC Cabarrus Quarry located in Concord, Cabarrus County, North Carolina.

SAW-2015-01381 - 5/12/2017: The Wilmington District, Corps of Engineers (Corps or COE) received an application from Duke Energy seeking Department of the Army authorization to discharge dredged or fill material into waters and wetlands in Hydrologic Unit Code (HUC) 03010103 (Roanoke River Basin), associated with activities related to the excavation and disposal of coal combustion residual (CCR) materials from areas of coal ash fill at the Duke Energy Dan River Steam Station, in Rockingham County, North Carolina.
