The U.S. Army Corps of Engineers Buys ...
The Corps of Engineers buys a variety of supplies, services, construction and engineering services. Examples of these acquisitions are:
Construction -- Roads, diking dams, bridges, buildings and dredging.
Engineering Services -- Concept studies, master planning, engineering studies, all types of surveying and mapping, engineering design and construction and inspection services.
Other Services -- Trash collection, grass mowing, janitorial, oversee and maintain recreational parks.
Supplies and Equipment -- Generators, transformers, HVAC equipment, electronic gear, repair parts, lumber, computers and peripheral equipment, and publications.

Small and Disadvantaged Businesses must be certified by the Small
Business Administration in order to obtain an evaluation adjustment
for competitive acquisitions over the simplified acquisition threshold.

We offer the following tips for selling/marketing to us:
- Call, write or visit the Corps of Engineers
Deputy for Small Business
at the District(s) with which you desire to do business.
- Discuss your capabilities, interest and capacities to perform with the Deputy for Small Business
- Complete the appropriate forms and return them to the Contracting Division.

- Architect-Engineer Services -- Complete the Standard Form 254, A-E and Related Services Questionnaire, and mail to:

A standard Form 255, A-E and Related Services Questionnaire must be completed in response to each individual requirement and mailed to the office indicated in the announcement.
- Commerce Business Daily -- CBDNet (external link) is the official FREE online listing of government contracting opportunities. All routine procurement proposed by the Army must be publicized by certain prescribed methods.
- Review the Advance Notices to Bidders and Invitations for Bids, with plans and specifications for construction work which are furnished to organizations such as the Associated General Contractors of America (AGC), minority contract associations, and construction industry associations. These organizations maintain plan display rooms for the benefit of contractors, subcontractors, and material suppliers at no charge.
- As of March, 1998, the Department of Defense is requiring all contractors to register in the Central Contractor Registration (CCR) (external link) database. Contractors must be registered before they can be awarded a contract. The only exceptions will be for purchases made with the government-wide commercial purchase card (VISA), contracting offices located outside the U.S., classified contracts, and contracts executed to support contingency or emergency operations.

| Subcontracting Opportunities
Large business concerns receiving contract awards valued in excess of $1,000,000 for construction, and $500,000 for other than construction, are required to submit subcontracting plans for the approval of the Deputy for Small Business. The plans include goals for small business, small disadvantaged business, and woman-owned business. See the Small Business Administration's Pro-Net (external link) which allows small businesses to advertise to federal and state agencies, and to prime contractors.

| Simplified Acquisition Purchase
Generally regarded as:
· $100,000 or less
· Acquisitions valued between $2500 and $100,000 are advertised through Electronic Data Interchange (EDI).
· Simplified purchasing procedures are used
· FAR Part 13 and its supplements apply
· Requirements are not advertised in the CBD
· Acquisitions valued between $5,000 and $25,000 are also posted on the buying activity's bulletin board.
· Acquisitions valued at $2500 or less do not require competition and are classified as micro-purchase requirements. These requirements are generally purchased using the government credit card. |
